Date & Time: 27 July 2024, 09:30 – 12:30
Location: Council Chambers, Peterborough
Attendance: 95 members (94 votes, 1 abstention) – 10 councillors and 84 staff members present.

1. Agenda

  1. Caravan Park Planning Application – 13 Harrington Road, Linton
  2. Householder Extension – 48 Berkeley Road, Peterborough

2. Caravan Park Application (13 Harrington Road)

2.1 Officer’s Report

  • Application for a caravan park comprising 8 caravans, 2 caravans on a 2‑car parking bay, and a 2‑car garage.
  • Application does not comply with local planning policy (LP16, LP17, NPPF 2024) due to lack of sufficient parking, over‑bearing impact on neighbouring properties, and highway safety concerns.
  • Recommendation: Refuse.

2.2 Public and Council Debate

  • Public: Two caravan owners and a community group raised objections citing lack of parking, over‑bearing structure, and highway safety.
  • Councillors: All councillors (including those representing affected neighbours) supported the refusal, citing the policy breaches and the lack of parking for the wider street network.

2.3 Decision

  • Proposal: Go with the officer’s recommendation to refuse.
  • Vote: 94 in favour of refusal, 1 abstention.
  • Outcome: Application refused. An enforcement notice will be issued to the caravan owners.

3. Householder Extension (48 Berkeley Road)

3.1 Officer’s Report

  • Extension of a semi‑detached dwelling (48 Berkeley Road) – two car parking spaces retained, no loss of light or privacy to neighbours, complies with LP16, LP13, and LP17.
  • Recommendation: Grant, subject to standard conditions.

3.2 Public and Council Debate

  • Public: Neighbour (46 Berkeley Road) expressed concerns about over‑bearing impact, potential HMO use, littering, and parking.
  • Councillors: All councillors (including those representing affected residents) found no material planning objections; the concerns were deemed non‑material under planning policy.
  • Key Points: The extension is a householder planning application; potential future HMO status is not a planning issue at this stage. The parking provision meets policy requirements.

3.3 Decision

  • Proposal: Go with the officer’s recommendation to grant the planning permission.
  • Vote: 94 in favour, 1 abstention.
  • Outcome: Planning permission granted for the householder extension, subject to the conditions outlined in the officer’s report.

4. Conclusion

The meeting concluded with the council’s decisions:
